The Ministry of Food, Agriculture and Livestock (MINFAL) in Federal Government is responsible for making policies, inter-provincial coordination, planning, research, quality control, training, exploratory fishing, stock assessment, fisheries management, fleet improvement, and exports.

Under the Pakistan Fish Inspection and Quality Control Act 1997 and Rules 1998, MFD is designated as the national competent authority.

The Marine Fisheries Department (MFD) compiles fisheries landings and trade database on information collected from the Federal Bureau of Statistics and Provincial Fisheries offices. However, MFD does not use the HS codes while processing and compiling these data. 

 The Export Promotion Bureau (EPB) also compiles fishery export statistics using 3 to 6 digits HS codes. Primary data is collected from the Federal Bureau of Statistics for this purpose.

  The WTO matters related to exports, import, tariffs, concessions (GSP etc.), SPS and TBT was handled by the Department of Commerce.
