The European Commission represents and upholds the interests of Europe as a whole. Its duties include drafting proposals for new European laws, implementing EU policies and spending EU funds. The Commission ensures that the European treaties to enforce Community law (jointly with the Court of Justice) and to negotiate international agreements, mainly those relating to trade and cooperation. 

The European Union has a Common Fishery Policy (CFP) to manage fisheries for the benefit of both fishing communities and consumers. Common measures are agreed in four major areas i.e. Conservation, Structures, Markets and relations with the outside world.
